The Carver Park Recreation Facility Expansion

The facilities at Carver Park have in many ways reached capacity and are in need of expansion in order to offer modern, quality programing.  The proposed project will make possible a much needed 4,000 square foot expansion of the existing Carver Park Recreational Facility.  This project will allow for a wide range of new and expanded activities such as expanded camp offerings, expanded after school activities, physical education, instructional classes, indoor basketball, volleyball, pickle ball, soccer, and much more. 

The Community/Conference/Sailing Center

Built in the 1960’s, the current Eustis Community Center is overdue for an upgrade.  The proposed Community/Conference/Sailing Center fills that need and so much more.  The Center will provide affordable, modern, expanded space for local events such as weddings, banquets, meetings, and other rental needs.  The proposed facility will also allow for larger events that the existing Community Center can’t handle, such as eSports competitions, expos, conferences, break-out sessions, and other regional events.  Finally, the Center will allow for better access to beautiful Lake Eustis.  The sailing component will include learn-to-sail classes, sailing camps, sailing training, and sailing events, however, the Center will also allow for bass fishing tournaments, public boat ramps, and other ways for the public to enjoy Lake Eustis.

THE
NEED

Both projects are consistent with the planning framework established by the City and address identified needs.  The City of Eustis Downtown Plan, the City of Eustis East CRA Master Plan, the City of Eustis 2016 Redevelopment Plan, the City of Eustis Comprehensive Plan all speak to expanded recreational facilities/offerings, helping people connect/engage with the waterfront by improving access, provide facilities for a mixture of activities, expand infrastructure for events, etc.

The existing Carver Park Recreation Facility has limitations on both the size and variety of activities.  The proposed 4,000 square foot expansion will allow for expanded camp opportunities, expanded after-school activities, expanded physical education activities, more instructional classes, etc.  The proposed expansion will also offer new activities that are not possible in the existing facility, such as indoor basketball, volleyball, pickle ball, soccer, and more.  It is expected that these new opportunities will help to engage both youth and the community as a whole.

The current Eustis Community Center also has its limitations.  The facility is out-dated, and the size, configuration, and technology limit both the size and variety of possible events.  Additionally, the Lake Eustis Sailing Club and the Lake Eustis Youth Sailing Foundation have in many ways reached capacity for their offerings and events.  The proposed Center will provide affordable, modern, expanded space for local events such as weddings, banquets, meetings, and other rental needs.  The proposed facility will also allow for larger events that the existing Community Center can’t handle, such as eSports competitions, expos, conferences, break-out sessions, and other regional events.  In addition, the Center will address the need for better access to beautiful Lake Eustis.  The sailing component will not only engage the public with learn-to-sail classes, sailing camps, and sailing training, but it will allow for larger sailing events and regattas.  The Center also makes possible other ways for the public to enjoy Lake Eustis, such as bass fishing tournaments, public boat ramps, and observation areas.

FINANCIALS

The proposed cost of the Carver Park Recreation Facility Expansion is $1.4 million.  The estimated cost of the Community/Conference/Sailing Center is $16.35 million.  The two projects have a combined total cost of approximately $17.75 million.  It is proposed that the City will fund $3 million from cash reserves and seek $3.5 million in grants, sponsorships, and contributions.  If approved by the voters, the balance of the project costs would be funded by a referendum that would allow for up to $11.4 million in debt to be repaid over no more than 20 years.

The annual debt service on up to $11.4 million would be up to approximately $840,000.  Using the City’s current tax base, a millage of approximately 0.7770 would be necessary to cover the $840,000 annual debt service payment.  That equates to about $0.7770 per $1,000 in taxable value.  See the chart below for estimates on how this impacts you.

Why is the City of Eustis proposing these projects?

There are several components to the two projects made possible by this referendum.  The Carver Park Recreation Facility Expansion will add approximately 4,000 square feet to the recreation building at a public park.  This project will allow for a wide range of new activities such as camp activities, indoor basketball, volleyball, pickle ball, soccer, physical education, and more.

The increased positive activity generated by the Center will bring more people to the area.  That positive activity generates development interest and economic development benefit, allowing the City to invest in not just public safety, but engagement and enrichment activities.  

Why are these projects a great fit for Eustis?

The environment is ideal for the projects made possible by this referendum.  The facilities at the Carver Park Recreation Center are currently at capacity and overcrowded.  The proposed expansion makes possible much needed recreation opportunities for youth in the area and the community as a whole.

The environment is also ideal for the Community/Conference/Sailing Center.  The existing Community Center is over-due for renovation or replacement.  Event space is in-demand, and the Center will offer the citizens of Eustis a top-notch facility at a reasonable cost.  Another component of the project is the ability to host eSports or competitive video game events.  Central Florida has become a hub for not just competitive video gaming but the development and production of video games.  Of course, “Lake” County offers inland sailing opportunities, and Lake Eustis is one of the best environments for sailing in the southeast United States.  Lake Eustis has the right size, shape, winds, and climate for inland sailing and, as a result, a successful sailing organization has grown here due to those perfect conditions.      

How will these projects be funded?

The projects made possible by the proposed referendum will be funded by a variety of sources.  The expansion of facilities at Carver Park, which is expected to cost approximately $1.4 million, will be funded completely by funds borrowed as part of the proposed referendum.

Construction of the Community/Conference/Sailing Center is estimated at approximately $16.35 million dollars.  The project will be funded by $3 million in City cash reserves, $3.5 million in grants/sponsorships/donations, and $9.85 million borrowed as part of the referendum.

Related to The Center, the City has developed cost and revenue projections, and it is projected that operating costs will be covered by the rental fees generated by the project.

The Community/Conference/Sailing Center also offers a wide range of benefits.  The project replaces an aging Community Center.  Eustis residents will have access to a top-notch facility for weddings, banquets, meetings, and events all at a reasonable cost.  In addition, the ability to attract a larger, diverse range of events will have a positive economic impact on the City.  Those economic impacts include more business and development activity, expansion of the City’s tax base, and potentially lower taxes for existing property owners. Related to sailing events and tourists, it is expected that existing businesses will benefit from the increased visitors.  Additionally, it is expected that this project will generate renewed interest in development and redevelopment in the area.  One specific effort will include attracting a hotel to the area to serve the visitors generated by the project.

The project creates a new, safe space for enrichment and development activities.  The goal is to engage youth and the community as a whole.

What will I be able to do at Carver Park that I can’t do now?

Right now, the existing building does not have the space or the ceiling height for many sports activities such as basketball or volleyball.  The size and range of activities for camps and after school is also limited in the current building.  This project will create new and exciting opportunities for not just the youth in the area, but active adults and seniors as well.

 How many guests can the Community/Conference/Sailing Center support?

The main banquet room will support over 700 auditorium style seats for your events, the rooftop facility will host approximately 300 guests.  Smaller breakout rooms are available to suit your needs.

What kind of facility support will be at the ECSC?

The ECSC will have enough furniture and fixtures to support any exhibition or entertainment.  The Center will also have two elevators to support all vendors or guests.  The full service kitchen coupled with the rooftop venue-catering kitchen will be equipped to support any food service needs you have.  The ECSC will be constructed to support all of your media needs from sound equipment to audio visual systems to make your conference or event a success.  Unique to this type of center, the new spectator engagement systems will allow users to interact with the fans of your activity enhancing their experience and enjoyment.

What limitations will the facility have?

The capabilities of the ECSC will only be limited by your imagination. DISCOVER the opportunities that you could experience at a Bass Tournament, Gun Show, Business Conference, eSports events…

Does Downtown Eustis have enough parking to support this growth?

The City of Eustis currently has adequate parking to support new growth in Downtown.  A recently acquired property in Downtown, coupled with expansion plans for current lots, will give Eustis ample parking to support the ECSC and the resulting new projects.

How can the ECSC make Eustis safer?  The new activities surrounding the ECSC, will inspire new developments in the community.  These new projects will result in an increase in the tax base of Eustis generating new revenues to improve public safety services throughout the City.

How many wedding guests can the facility support?

The main banquet room will support over 400 of your friends and family.  While the rooftop facility will serve approximately 250 guests.

What are my dining options? 

The ECSC main banquet will be a full service kitchen while the rooftop kitchen will support the Caterer of your choice.

What other features are available to support “my” special day?

 The ECSC facility will be wired to support any level of entertainment that you and your guests could imagine.  From a small chamber quartet, to that exciting country rock group.  The Historic Clifford House next to the ECSC can provide the perfect locale for that lakefront wedding with its waterfront gazebo just a short walk to your reception venue.  A separate “brides room” will be available to make yourself look unforgettable for those all important photos.
